[Docs] Pipeline for docs auto update

Find the tools and create the base pipeline for sphinx docs auto updating.
Problem: manual rst files update after refactoring

Find out the reason of the broken docs/source/api files. -
Move RTD accaunt from personal mail to NSS mail.
Possible problems:
- unmoked libraries (smth like multiprocessing)
- attributes instead of params
